HISTORY Carmen became a municipality by virtue of Republic Act Number 380 on July 1,1949. The late Congressman Marcos M. Calo sponsored its passage into a law. Formerly called Kabayawa by its native Manobo inhabitants, its present name is said to be an allusion to a historical event where the Miraculous Image of the Virgin of Mount Carmel is believed to have interceded in ending the menace of bandits that used to inhabit the place. In a shootout, the gun of a certain Juan Cardoniga, a Spanish soldier, is said to have misfired when he shot at the leader of the bandits who was said to have possession of an amulet. As a recourse, Car- doniga reportedly got the image of the virgin that is serving as pendant of his neck- lace and inserted it at the barrel of his gun. When Cardo- niga next fired his gun, it worked, killing the outlaw chief. Father Saturnino Urios, the Je- suit priest who was instru- mental in the Christianization of Agusan, suggested the change of the name to honor the sacred image.  Details...
